It states that at any given moment, only about 5% of potential buyers in a category are in-market, actively comparing and ready to buy. The other 95% are out-of-market: they recently purchased, have no budget, or simply don't feel the need yet.
The exact split varies by category, but the implication holds everywhere: the buyer who is ready to purchase right now is the exception, not the rule.
Why most tools only talk to the 5%
Product pages, retargeting, urgency timers, discount codes, nearly every conversion tool assumes the visitor already wants the product and just needs a nudge. They optimize the final step. But if 95% of your paid traffic isn't there yet, you're paying full price for every click and speaking to a fraction of the people who arrive.
The typical answer to the 95% is a discount code in exchange for an email. That gives you an address, not a customer, and no idea who the person is or what they actually fear.

How to actually win the 95%
You can't sell to out-of-market shoppers the way you sell to the 5%. But you can do two things at once: convert the in-market 5% now, and capture the other 95% as a segmented pipeline instead of letting them vanish.
